The HSE is the largest employer in the State, with more than 67,000 direct employees, and a further 35,000 employed by agencies funded by the HSE. The key role of HR is to ensure that the HSE has the right number of people, with the right skills, in the right place, and at the right time. This involves managing staff turnover. It also requires focusing on staff training and paying particular attention to recruiting specialist disciplines.
HR is also charged with working with representative bodies to maintain industrial peace, and is also responsible for the organisational design and development. This unit focuses on developing and supporting an organisational structure and culture that is client/patient focused and empowers staff to realise their potential in a safe and healthy working environment.

Shared Services
HR Shared Services is responsible for optimising the development of Shared Services as it relates to Human Resources activity. This includes the development of National Recruitment Services, National Pensions Management, and National Personnel Administration. Employee Relations
Corporate Employee Relations Services (CERS) represents the integration of the HSE-Employers Agency and the existing HSE Employee Relations division. The service aims to develop an effective and responsive employee relations structure to support the various levels within the HSE and HSE funded agencies.
The functions of CERS can be categorised as follows:

· Policy, Legislation and Standards;
· Occupational Health, Employee Wellbeing and Welfare, Health & Safety.

Performance Management & Management Information (PMMI)
The Performance Management and Management Information department is responsible for implanting a performance management system and certifying that knowledge acquisition, dialogue, and action regarding the most relevant HR focus areas takes place.
This department also monitors the organisation’s employment control framework (NEMU).

Succession Management & Leadership Development
The Succession and Talent Development department ensures that both short-term and long-term succession plans are in place for all key people in the organisation. It ensures the continuous growth of the skills necessary to develop key talent for the future.
The Leadership Development department is responsible for clarifying the demands and expectations on those with leadership responsibility within the organisation. This is a crucial part of our people strategy. Leaders are supported in their development and their performance continually assessed.
