Review of HiQA Inspection Reports

 

Update on Review of HIQA Inspection Reports on Publically Funded Designated Residential Centres for Older People

The ONMSD is carrying out a National Review of HIQA inspection reports on publically funded designated centres for older people. This review of a sample of published HIQA reports is almost complete. All content analyses of the data have been completed, the results have been written up, and the remainder of the report is currently being written up. This is a national review, and the overall aim is to inform the strategic plan of the ONMSD in relation to how the NMPDUs and CNMEs can support staff through the provision of education and training in residential care centres for older people to comply with the ‘The National Quality Standards for Residential Care Settings for Older People in Ireland’ (HIQA 2009). The aims of the review are:

  1. To present an overview of the literature in order to clarify the theory and policies guiding nursing care in designated centres for older people.
  2. To undertake a content analysis of the findings of the published HIQA reports (which satisfy the inclusion/exclusion criteria) on the HSE designated centres for older people.
  3. To review from a nursing perspective, the HIQA reports as they are currently constructed under the following topic areas:
  • Governance Quality of Service
  • Health care needs
  • Premises and equipment: appropriateness and adequacy
  • Communication: information provided to residents, relatives and staff
  • Staff: the recruitment, supervision and competence
  1. To compile a comprehensive report which identifies examples of good clinical and organisational practice, identifies the additional clinical skills and competencies which are required, and identifies areas where supports to nursing services are required in HSE designated centres for older people. It will inform the ONMSD, the NMPDU’s and the CNME’s of what is required to enhance service and competency development in care delivery under the following ONMSD initiatives:
  •  Leadership
  •  Education and Training
  •  Capacity Building
  •  Governance
  •  Quality and Standards
  •  Practice Development
