Environmental Health Officers are authorised under the Childcare Act 1991 to carry out inspections of pre-school services such as sessional, part time day care, full daycare, childminding, drop-in centres, temporary drop-in centres and overnight pre-school services. Working as part of a multidisciplinary team the EHO along with the Preschool Services Officer (PSSO) work to ensure that the requirements outlined in the Child Care (Pre-School Services) (No 2) Regulations 2006 as amended, are achieved and maintained. These requirements strive to underpin the development of pre-school children and to ensure their health, safety and welfare while attending a childcare facility. Where is there is failure to meet legal requirements, the pre-school inspection team may consider taking legal action against a pre-school provider.
The team advise on and inspect the suitability of pre-schools including:-
- Physical structure, layout, space, safety and condition of buildings,
- Suitability of equipment
- Welfare and development of children
- Staffing
- Food service
- Activities for children
- Infectious disease measures
- Administration such as notification, records and insurance
