Health Service Executive Treatment Abroad Scheme
The Health Service Executive (HSE) operates a Treatment Abroad Scheme for persons entitled to treatment in another EU/EEA member state under EU Regulation 1408/71 and in accordance with the procedures as set out in EU Regulation 574/72 and is administered under the direction of Department of Health and Children guidelines.
This allows the Republic of Ireland’s competent institution, the HSE, to provide financial assistance, by way of issuing an EU/EEA model form E112 (soon to be S2), towards the cost of approved referred patient’s access to public health facilities of another member state in the instance that:
- The treatment is among the benefits provided for by Irish legislation and
- The treatment is not available within the competent state or
- The treatment cannot be provided within the time normally necessary for obtaining it in the competent state, taking account of the patient’s current state of health and the probable course of illness.
An application must be completed and certified by an Irish based referring consultant, Pursuant to his/her clinical evaluation of the patient within the immediately preceding 2 week period, the Irish based referring hospital consultant must provide details of the patient’s condition, the specific treatment being applied for and the provider of the treatment abroad. Once the patient has availed of an approved treatment abroad, the care of the patient reverts immediately to the referring Irish Consultant. The application must be assessed and a decision given by the HSE prior to any patient travelling abroad or prior to any blood samples being sent abroad.
