HSE Corporate Plan 2008-2011

The HSE published its Corporate Plan for the period 2008-2011. It is the organisation’s second such plan and was developed in consultation with the Department of Health and Children.

The Plan sets out our overall strategic direction for the three year period 2008–2011. It provides a focus and framework for the planning and management of health and personal social services, in order to achieve a world class health service for the people of this country. 

The Corporate Plan defines what the HSE is about and sets out the strategic objectives that reflect our mission and common purpose.

Key challenges prioritised for action in the three years 2008 – 2011 include:

• The integration of services across the service spectrum from disease prevention through primary and community care to hospital care, to allow the service user to be managed at the most appropriate level for their care needs.
• The prevention and management of chronic diseases.
• Cancer prevention and provision of quality assured treatment services.
• Promotion of mental health and provision of support and interventions for those with mental health problems.
• Promotion of patient self care and provision of information for service users.
• Control of health care acquired infections (HCAI).
• Supporting people with disabilities to achieve their full potential, including living as independently as possible.
• Enhancing the quality of life of older persons, supporting them in their homes and communities and, where this is not possible, providing them with access to appropriate residential accommodation.
• Promoting and protecting the health and well being of children and families.

Each year our National Service Plan sets out what we will do and what we will achieve (outputs and deliverables) for the year to deliver on the Corporate Plan. We recognise that it will take a lot longer than three years to achieve the longer term vision; however, during the life of this Plan, there are very tangible objectives that will be delivered.
