The Planning & Performance function is responsible for ensuring the HSE has in place robust Financial Planning and Financial Performance Reporting frameworks that facilitate financial management and control.

The function is made up of four teams.

1.       Performance Reporting

2.       Management Accounting

3.       Business Partnering (Community and Support Services

Services provided by the team include:

Performance Reporting

Ensuring HSE National Directorates have access to financial management information on a monthly basis to assist them in delivering their responsibilities.

Management Accounting

  • Providing a National Corporate Reporting function that facilitates HSE engagement with the Department of Health, the Department of Public Expenditure and Reform and the Department of An Taoiseach.
  •  Managing, on behalf of the Finance Division, the financial elements of the Estimates, National Service Plan and Operational Budgeting processes for the HSE. 

Business Partnering

  • Supporting the Financial Planning, Reporting and Performance Management functions by providing analysis in respect of their service areas.
  • Providing financial advice and support to the National Directorates that contributes towards the provision of high quality care within a sustainable financial environment.
  • Working with National Directorates and Local Finance to monitor the financial performance of the National Directorates across the nine Community Health Organisations (CHOs) and the range of National Programmes (Corporate Functions, National Ambulance Service, Clinical Programmes and Integrated Care Programmes).

Treasury and Capital

  • Planning, monitoring and controlling the HSEs liquid resources regarding cash and cash equivalent instruments.
  • Managing Capital Cash Funding, reporting on all aspects of Corporate Capital activity to key Stakeholders and developing Capital Financial Systems.
