SAP Centre Of Excellence

HR/Payroll Systems & Analytics transitioned to a SAP Centre of Excellence model in 2017. Since that time it has become a fully SAP accredited support and development function for all SAP HR/Payroll modules in the HSE. More recently, HBS SAP CoE has been asked to expand its services to incorporate the future requirements of the IFMS programme which effectively means adding support and development services to cater for implementations of SAP Finance/Procurement. This is an exciting opportunity for HBS SAP CoE to bring all SAP implementations under a single SAP Centre of Excellence bringing increased consistency, efficiency and flexibility to how HSE supports and continues to protect the significant investment made in administrative systems. Currently we are structured across five delivery units as outlined below. Whilst there will be some adjustments necessitated by the expansion of our services, the basic delivery capabilities incorporated in this structure will remain.


Business Intelligence Unit

  • Promote the effective use of Business Intelligence across the organisation
  • Assist business partners on reporting, analytics, and data capture/transformation to enable more effective analysis and business decisioning via a centralised business warehouse and business objects platform
  • Develop and manage applications that provides benefits and efficiencies HSE wide
  • Provides adhoc FOI and PQ service to business partners and external customers and customised reports/queries to support the promotion of reporting self service
  • Ensure BI delivery channels are effective and adopted throughout the organisation

Technology & Infrastructure Unit 

  • Provide a stable Technical Environment for SAP HR/Payroll
  • Provide ongoing Technical & Infrastructure Support for all SAP Systems that we manage within HBS SAP CoE
  • Define and implement a Client Strategy based on Production and New Initiative requirements
  • Overall management of a Managed Service Contract (3rd Party Provider)
  • Maintenance and support of SAP, GUI, SAP Printers, Online Payslip and Weblog database
  • SAP Contract, License and Enterprise support management across the overall SAP environment
  • Support the introduction of new technologies to provide better access to information (e.g. Portals, BW, ESS/MSS, SAP Upgrades)

Business Support Unit

  • Provide a single point of contact and Production Support for SAP HR and Payroll users

  • Monitoring and providing metric reporting
  • Provide higher level second and third tier support, manage the implementation of master data changes, break/bug fixes and any changes arising from the legislative and HR Circulars
  • Provide a framework that will govern the process for managing new requirements and implementation of new solutions through the Change Management Process

Quality Assurance Unit

  • Ensure the proper standards are applied across HBS SAP CoE work streams
  • Implement the proper controls so that we ensure compliance against standards
  • Implement Risk/Issue Management program and discipline across the HBS SAP CoE Team
  • Ensure Project Management Standards are implemented for all new projects and initiatives

New Developments Unit

  • New Developments is a flexible team with functional and configuration expertise in each model of the SAP/HE Payroll System
  • Oversee the portfolio of projects within the HBS SAP CoE Team
  • Manage the introduction of new functionality and/or solutions into the HSE SAP HR/Payroll environment
  • Manage a flexible team of staff with expertise across all aspects of the HR/Payroll system to ensure projects are fully resourced
  • Ensure safe and timely transition of projects to operational mode
