Expression of Interest


Review and form a new Panel for Consultant Psychiatrists to provide an independent Second Opinion Service under the Mental Health Act 2001.



In September 2006, the HSE Forum on the Provision of Second Opinions under the Mental Health Act 2001 recommended the establishment of a second opinion panel.


Specifically the act provided for a Second Opinion in relation to:

  • A change of status from voluntary to involuntary (Section 24)
  • A decision in relation to the prescribing of electroconvulsive therapy (ECT) to an involuntary patient who is unable to give written consent. (Section 59)
  • The administration of medicine to an involuntary patient without consent and the continuations of medication beyond a period of three months (Section 60 &61)


The Mental Health Division HSE is seeking applications from suitably qualified consultant psychiatrists in order to establish a panel.
