To ask the Minister for Health the reason the HSE only began publishing purchase order data for payments over €100,000 on its website from Q4 2021 onwards ( despite the 2015 guidance from the freedom of information (FOI) central policy unit of the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation (model publication scheme) which stated that FOI bodies, including the HSE, should provide quarterly details of purchase orders over €100,000 as part of their obligations on “What We Spend”; the reason the HSE has not retrospectively published purchase order data for periods prior to Q4 2021, given that some data for earlier periods has already been released in response to FOI requests; and when the HSE intends to retrospectively publish this information on its website to ensure full transparency and compliance with FOI publication scheme standards. https://www.hse.ie/eng/about/who/finance/nationalfinance/procurement/hse-purchase-order-payments-100k.html).
