The Chair of the National Independent Review Panel – Ms. Bernie McNally    B McNally

Bernie graduated from Queen’s University Belfast in 1985 as a professional social worker having previously completed a BSc in Psychology at University of Ulster in 1981.

Since then Bernie has worked in the Northern Ireland Health & Social Services in a variety of practice and management positions, spanning both adult and children’s social services.

In 2003 Bernie was appointed to the position of Director of Social Services/Children’s Services/Mental Health Services in North and West Belfast Health & Social Services Community Trust.  Following the amalgamation of a number of hospital and community trusts in Northern Ireland in 2007, Bernie was appointed Executive Director of Social Work/Children’s services in the newly formed Belfast Health & Social Care Trust. 

Bernie is currently also the Independent Chair of the Safeguarding Board for Northern Ireland (SBNI)

Ms. Jacqui McGarvey        Jacqui McGarvey

Jacqui qualified in 1985 with a BA Hons in Social Policy and Social Administration and Certificate of Qualification in Social Work from Plymouth University. In 2000, she qualified with a MSSC in Advanced Social Work and Social Work Management and Advanced Award in Social Work Management from Queen’s University, Belfast.  Jacqui has worked within Statutory and Voluntary Agencies within Children and Families, Adult and Disability Services in Northern Ireland for over 30 years.

From 1989, for 10 years, Jacqui worked within the NSPCC as a Senior Manager, in Child and Family Services. From 1999, Jacqui also worked within Southern Social Care Board as Commissioner for Children and Family Services and Policy advisor for Safeguarding Children. In 2003, Jacqui worked within the Department of Health in Northern Ireland as Lead of a Multidisciplinary Review of Hospitals for Children and Adolescents with Mental Health and Learning Disabilities. From 2005, Jacqui was Assistant Director within the Health and Social Services Trusts for 11 years within Children and Family Services.  Jacqui has been an Independent Social Work Consultant since June 2016 working in a range of statutory and voluntary agencies with the UK, Ireland, Europe and Middle East.

Jacqui is presently appointed by the Safeguarding Board in Northern Ireland to independently chair Serious Case Management Reviews. Jacqui is a Panel Member for National Independent Review Panel for People with a Disability by the HSE, Ireland.  Jacqui is also a Council Member for the Northern Ireland Social Care Counc

Ms. Clare Quigley        Clare Agnew                                                                  

 A Graduate of Social Science from University College Dublin, Clare qualified as a professional Social Worker from Queens University in 1976 and has a Masters degree in Social work from the University of Ulster (1999).

Clare worked in the Southern Health and Social Care Trust in a range of social work positions delivering mental health services in hospital and community settings. From 2005-2010, she served as a Principal Social Worker in the Southern Health and Social Care Board, commissioning, planning and monitoring Mental Health Services.

She also served as a Social Work member of the Northern Ireland Mental Health Commission monitoring community and hospital facilities from 1997 – 2009 and sat on the Fitness to Practice committee of the Northern Ireland Social Care Council from 2009 – 2017.

 In 2010 Clare was appointed by the Mental Health Commission Ireland to serve as a lay member on Mental Health Tribunals and continues in this role.
