3rd Human Trafficking Action Plan
The National Action Plan to Prevent and Combat Human Trafficking 2023 – 2027 aims to end human trafficking in the State. It’s a key part of building stronger and safer communities. Several Government Departments, An Garda Síochána, TUSLA, and the HSE all play important roles in carrying out the Action Plan. This plan aims to fight this crime and support victims.

Under the new National Referral Mechanism (NRM) Framework, the HSE and other agencies will identify victims of human trafficking. This means a victim can come forward to a range of agencies not just An Garda Siochána.
The HSE will create a training framework under the new Action Plan. This will help everyone who meets possible trafficking victims. We will also raise awareness, share information, and improve support for victims.
The National Social Inclusion Office formed a Human Trafficking subgroup with HSE experts. This group will help carry out HSE actions from the new Action Plan. This plan includes developing training.
