Expression Of Interest / Recommendation to Proceed Process

We apply the same conditions and timescales to all candidates during the recruitment and selection process.

Expression of interest

An Expression of Interest is an invitation offering you the opportunity to express an interest in a post. This is not a job offer, which will provide details such as the position location, tenure and job title.

We can issue an Expression of interest invitation to more than one candidate on a panel. The invitation will include a deadline by which you need to reply. We will not accept expressions of interest after the deadline.

We may contact you about opportunities available in HSE funded organisations and services, particularly in disability services.

Expression of interest responses must in the format outlined in the invitation email.

Candidates who express an interest will added to an Expressed interest list.

The candidate, with highest in order of merit position on the Expressed interest list, will receive a Recommendation to proceed invitation to progress to the next stage of the recruitment process. That is pre-employment clearances.

If you are not the highest in order of merit on the Expressed Interest list, your position on the panel remains unchanged.

If you respond to an Expression of Interest invitation with Not Interested, your position on the recruitment panel remains unchanged.

If you do not respond to an Expression of interest invitation, we will assume that you do not wish to express an interest in the position and your position on the panel remains unchanged.

If a candidate choses to withdraw at the pre-employment clearances stage we may revert to the next person highest in order of merit on the Expressed Interest list, or we may issue a new Expression of Interest invitation, depending on the amount of time that has passed.

Recommendation to proceed

A Recommendation to proceedinvitation is the opportunity for you to progress to the next stage of the recruitment process. That is pre-employment clearances.

It is not a job offer, which will provide details such as the position location, tenure, job title and hiring manager.

Make sure you understand what the Recommendation to proceed invitation means before you accept and progress to the pre-employment clearances stage. Your decision can affect your status on the panel.

If you agree to proceed to the pre-employment clearances stage, the following rules will apply depending the role:

Specified purpose post

  • You will no longer be eligible for further Expressions of interest for Specified Purpose posts; however, you will keep your place on the panel for Expressions of interests for permanent posts.
  • If you choose to withdraw at the pre-employment clearances stage, you will keep your place on the panel for both specified purpose and permanent posts.
  • If you take up employment in a specified purpose post, three months before the end of your contract notify NRS by email at asknrs@hse.ie. We will activate you on the panel again for further specified purpose Expressions of interests.

Permanent post

  • You will no longer be eligible for any further expressions of interest and will be removed from the panel
  • and you later decline during the pre-employment clearance stage you will remain removed from the panel

Note:

Recommendation to proceed invitations include a deadline by which you need to reply. You must use the format outlined in the invitation in your reply. We will not accept responses after the deadline.

We strongly advise you do not hand in your notice at this time.

HSE recruitment posts are subject to budgetary approval, satisfactory references, appropriate registration, security and medical clearances, as required.

If the HSE is not satisfied with all aspects of the above, we reserve the right to withdraw a recommendation to proceed.

The HSE determines the merit, appropriateness and relevance of references.

A contract of employment is only valid when it is in writing and signed by both parties. That is the candidate and the HSE.
