Disability Services in Cavan and Monaghan

The aim of our service for people with intellectual disabilities and physical or sensory disabilities is to promote and maintain better health both in the person with a disability and their carer. We deliver day services, respite care, residential services, home support and interventions provided by occupational therapists, speech and language therapists, social workers, physiotherapists, clinical psychologists and community nursing through the Adult Intellectual Disability Team and Adult Physical and Sensory Team.

Blind Welfare Allowance


This is a means tested allowance for persons who are blind or visually impaired. To apply you must be 18 years or over and be in receipt of a Blind Pension from the Department of Social Community and Family Affairs or in receipt of other Department of Social and Family Affairs payment.

You can apply through your local Community Welfare Officer at your Health Centre.
If you are not registered with the National Council for the Blind, a qualifying certificate of visual impairment from an ophthalmic surgeon or physical must be submitted.

Mobility Allowance


This is a means tested allowance to persons with a severe disability who are unable to walk or use public transport and is intended to allow them to benefit from a change in surroundings. To apply you must be between 16 and 66 years old. You must be unable to walk, even with the use of artificial limbs or other suitable aids, and this must be likely to continue for at least one year. Your condition must be such that moving you is not forbidden on medical grounds and you would benefit from a change in surroundings.

To apply for the allowance you must complete a Mobility Allowance Form. This form is available from your local PCCC Office. You must also provide Medical Certification from your GP.

Motorised Transport Grant


This is a means tested grant towards the purchase of a vehicle and/or adaptations to a vehicle by a person with a disability where a vehicle is essential for him or her to retain employment (including self employment). To apply you must be between 17 and 66 years of age. If you are not capable of driving or have been medically advised not to drive, you are eligible to apply provided you will be driven by another person to and from your place of employment. In exceptional circumstances, you may also be considered for the grant, if you live in very isolated circumstances but are not in employment.

To apply for the allowance you must complete a Motorised Transport Grant Form. This form is available from your local PCCC Office. You must also provide Medical Certification from your GP.

Primary Medical Certificate (for Cavan/Monaghan area only)


This is a certificate issued by the HSE which certifies that a person is a severely disabled and permanently disabled person for the purposes of Disabled Drivers and Disabled Passengers Regulations 1994. Some of the benefits of this certificate are that you may qualify for a refund of Vehicle Registration Tax, VAT and Excise Duty if you buy a new or second hand car. You may also qualify for exemption of road tax and a refund of VAT on motor fuel up to certain limits.

You must meet one following criteria to be issued the Certificate:
- Be wholly or almost wholly without the use of both legs
- Be wholly without the use of one leg and almost wholly without the use of the other leg such that you are severely restricted as to the movement of the lower limbs
- Be without both hands or without both arms
- Be without one or both legs
- Be wholly or almost wholly without the use of both hands or arms and wholly without the use of one leg
- Have the medical condition of dwarfism and have serious difficulties of movement of the lower limbs

To apply for the Primary Medical Certificate (in Cavan/Monaghan) you must complete an application form. This form is available from your local PCCC Office and should be returned to same. You will then receive an appointment for an assessment with a Medical Officer.
