Patients' Private Property Accounts

The following choices are available to you as a HSE resident in relation to the management of your financial affairs.

Option 1. You may choose to manage your own financial affairs

Option 2. You may prefer that a member of your family or a friend manage your day-to-day financial affairs on your behalf

Option 3. You may request the HSE to administer your day-to-day funds in a Patient Private Property Account (PPP Account).  This account can be opened for you at your Care Centre to hold your day to day funds on your behalf.  You will have access to these funds as required.  This money remains your property.

You also have the option to nominate the HSE to act as Agent for the collection of your Department of Social Protection allowance.  In this instance your allowance will be lodged directly to your PPP Account.  This account will be managed in accordance with the HSE’s Patients’ Private Property Guidelines which can be explained to you.

If you decide to nominate the HSE as Agent for the collection of your Dept. of Social Protection Allowance, arrangements can be put in place for the deduction of Inpatient Charges from your allowance each week. The balance of your allowance will be held in your account and these funds will be available to you as required.

If a time comes when you are no longer able to manage your own financial affairs, it is our duty to ensure that your funds are safe guarded for your direct benefit and your benefit alone.  Again, this is done in accordance with the HSE’s Patients’ Private Property Guidelines. 

Excess Patient Private Property funds are invested in a central investment fund.  The funds are invested in Government Guaranteed Fixed Interest Deposit Accounts on behalf of clients.  Interest earned is lodged to each account weekly and a charge is deducted (20% of the interest earned).  These accounts are audited annually by the Comptroller and Auditor General. 

Should a client for whom we operate a PPP Account pass away, any PPP funds held at that time will be passed to the client’s Legal Personal Representative for them to administer the estate of the deceased according to law.

This is a legal document which is completed and signed by the Legal Personal Representative (LPR) of the deceased.   Any person acting as LPR is required to complete and return this form, with attached supporting information, before any PPP funds will be transferred to them.

A decision to spend client funds is based on the Personal Client Care Plan.  The Guidelines offer clear guidance on providing information & managing third party expectations and also provide examples for staff to assist in decision making.  Guidance on Probate & Circuit Court Direction Process is also provided

Before a client’s funds are spent, a Decision Pathway ensures that client assessment is undertaken by appropriate professional to assess needs.  Items, services and activities are identified to match these needs which will be procured if they add to the quality of the client’s life
