The Acute Hospital Finance– Activity-Based Funding (ABF) / Healthcare Pricing Office (HPO) function is responsible for ensuring a strong, integrated financial performance system is in place for the Acute Hospital Division. They are also responsible for developing and implementing ABF for all Public Hospitals.                                                    

The function is made up of two teams, which work closely together in meeting the overall objectives of the function.

Services provided by the team include:    

Acute Hospital / Activity Based Funding

  • Providing financial planning and performance management for the Acute Hospitals Division.
  • Providing business support, including service developments and investment proposals.
  • Developing a new funding system called Activity-Based Funding (ABF) *. 

Healthcare Pricing Office

  • Determining national prices for hospital activity.
  • Managing the national dataset of hospital clinical coding on the Hospital In-Patient Enquiry System (HIPE).
  • The HIPE system is a health information system designed to collect demographic, clinical and administrative information from acute hospitals nationally.
  • Managing the National Perinatal Reporting System (NPRS) which collects national statistics on perinatal events.

*Activity Based Funding

In 2016 the HSE introduced a new funding model for hospital care for inpatient and day-case services known as ‘Activity Based Funding’ (ABF).  This means a specified price is paid to each hospital for each weighted unit of inpatient work and each weighted unit of day-case work. Emergency care, outpatient care and other services continue to receive traditional block grant allocation
