Supplier Information

Procurement realise the importance of doing business with Small to Medium Sized Enterprises and envisage that approximately 80% of our business is with this particular sector. 

Engagement with the supply base forms a regular feature of procurement activity on an ongoing basis.  Our goal is to work in partnership with Suppliers to ensure that all supply chain activities are managed in line with HSE business principles, values and requirements.

Through our engagement with the market place, we have identified from suppliers the requirement for information and guidance in doing business with HSE.  With this in mind the following information has been uploaded to facilitate and support SME’s.

Contracting and Sourcing

Our team will in consultation with you our customer identify your need, engage with the market on your behalf to decide on the best approach to deliver your requirements.   We can coordinate and conduct tender processes which will leverage economies of scale for your organisation.  We will establish formal contracts which deliver the optimum value for money and at the same time ensure that your supply base is competitive and sustainable.  Our team will ensure that your organisationis compliant with governing procurement legislation and national financial regulations.  We will make sure that you as the customer have access to an accredited, responsible and sustainable supply base.  We will also share lessons learned from our review and evaluation of tender processes.

Our teams have experience in sourcing professional services, ICT, office, medical and surgical, pharmaceuticals, medical, diagnostic and laboratory equipment which we are happy to share with our customers. 

We can also interface with our colleagues in the newly formed Office of Government Procurement on your behalf to ensure you are part of the “One Voice for Health” Group. 

Logistics & Inventory Management

Our logistics team can assist you in the purchase, storage and distribution of goods which will optimism efficiencies for your organisation.  We are in the process of implementing a new operating model.  Our model allows you the customer to avail of a National Distribution Centre with eight distribution hubs dispersed geographically.   Customers using our point of use system have found that it releases clinical resources to frontline patient care and gives local suppliers / small medium business access to national distribution which we understand is very important in the context of voluntary contributions and support locally for our care services.

Office for Government Procurement

The OGP was established in January 2014 with a key objective to optimise value for money through consolidating tendering techniques. OGP centralises procurement and assumes responsibility for Sourcing and Contracting for the common expenditure categories.

Sectors, such as health, which have retained a Sourcing and Contracts functions still procure their sector specific categories on their own behalf and also on behalf of all Government Department and Agencies.

The HSE will continue to govern the procurement operations of the health system for health specific purposes as set out in the Health Act 2004. It will also work with the OGP in accordance with the memorandum of understanding to be agreed and cooperate with the Office of Government Procurement in support of the government strategy across the public sector.

Any specific comments relating to any clauses you might consider to be inconsistent with these core principles should be forwarded to with subject header 'HSE Standard Terms' detailing the specific clause in question and the reason for your representation. All constructive comments will be considered on their merits and may at the HSE’s absolute discretion be given effect in revised versions of HSE's Standard Terms for Services & Supplies. Please note that supplying a comment does not alter the existing terms which apply to all commercial arrangements entered into at that time unless otherwise expressly agreed in writing by HSE.
