HR Shared Services encompasses the following:
The National Recruitment Service (NRS) provides a comprehensive recruitment service for appointments in the HSE, supported by a Managed Service Provider (MSP) as required.
The NRS work in partnership with HSE customers and have extensive experience in supporting and managing the selection process from application to appointment, recruiting health care staff at both high volume and bespoke levels across all sectors of the health service. The NRS supports a significant number of appointments, processing and managing in excess of 60,000 applications per annum in line with the Codes of Practice www.cpsa.ie
The National Recruitment Services team operate a help desk that is available to take all your queries on vacancies that you are filling through the service or if you are a candidate that has applied or is considering applying for a role.

The MSP provides end to end recruitment on behalf of the HSE and operates under HSE guidelines to ensure adherence to regulatory and legislative recruitment requirements.
Recruitment Quality and Standards, promotes, supports and improves quality recruitment standards across the HSE. Quality recruitment standards encompass best practice recruitment, adherence to statutory requirements and HSE policies.
National Personnel Administration(NPR) delivers personnel administration services to its customer base. NPR maintains the SAP HR system ensuring individual employee records are correct and up to date. Some of the services provided are as follows:
- Setting up of new employees on the HR System
- Actioning any changes to employee’s terms and conditions of employment e.g. change to contracted hours, promotions etc.
- Administering leave schemes e.g. Maternity Leave, Parental Leave
- Ensuring appropriate action is taken on the HR system when employees leave the organisation
Pensions Management provides a range of pension services to members of the Single Scheme, HSE Superannuation Scheme, Voluntary Hospitals Superannuation Scheme and nominated Health Agencies Superannuation Schemes. Benefits and terms depend on the applicable scheme. These are based on the scheme rules set out in legislation and Government Circulars.
HR Operations and Digital support the digital development of HR systems while working collaboratively with colleagues across the HSE. They ensure that the work practices adhere to HSE National Policies and promote strict compliance with GDPR Legislation. HR Digital supports a number of systems including Therefore Document Management System and Microsoft Dynamics which are used across National HR Shared Services.
Garda Vetting Liaison Office (GVLO) process all Garda Vetting applications for the HSE for the purpose of recruitment and for existing employees, in line with policy and legislation. This includes new hires, existing employees, re-vetting, volunteers, work experience, contractors and registered organisations i.e. HSE affiliate organisations. Once registered with the GVLO, a manager can submit applications for vetting.
Agency Management supports HSE services in accessing locum / short term and international healthcare staff through Agency Frameworks. This includes a National Multi-Supplier Framework for the Provision of short-term temporary and locum Health Services Agency Placements and a non - Executive Multiparty Framework Agreement for the International Recruitment of Registered Nurses/Midwives
